BREAKING NEWS: P139 MILLION MISSING IN DSWD’S COA!
According to the report, DSWD has 386,435 bank accounts of 4Ps beneficiaries with a total balance of about ₱139 million. These accounts have no monetary activities in the records and no withdrawals were made since the creation of the accounts.
Secretary Taguiwalo said that the COA is still being validated.
Nograles wanted to know how the DSWD identifies its beneficiaries for the program, which provides conditional cash grants to the poor.
Negros Oriental Rep. Arnolfo Teves said that instead of social workers, congressmen should be the ones to identify 4Ps beneficiaries because they know their constituents better.
Teves and Taguiwalo got into a heated argument, which led to the hearing’s suspension for a few minutes. Teves said:
“Makikipagpustahanako. Punta tayo sa barangay ko. Paramihan kami(social workers) ng kilala,”
“Kung may nakikita tayong problema sa pagpapakilala namin ng mahihirap, tulungan niyo kami. Pero the implementation is still with us,”
Nograles suggested reducing the DSWD budget and just use the amount saved the previous year. He said:
“Maybe the amounts of increases that you are asking for us is more than you can handle and too much on your plate,”[source]
